Three Chinese youths – Hsiang Tung (Chi Feng), his girl-friend (Yen Hung) and her brother Ta Chung (Chen Ming) – try to swim across Hou Hai Bay to Hong Kong. They are picked up by a snake boat, which falls into the hands of the military as they land. The trio gets away. An old farmer takes them in, and then demands a ransom from their local relatives. They cannot produce enough money, and Huang will only release Hsiang and his girlfriend. But meanwhile Ta Chung escapes, so Huang keeps the two lovers instead as compensation. Ho (Chan Shen), the head of a powerful syndicate, wants Huang to hand over the illegals to him, and torments him and his son into submission. Meanwhile, Ta Chung, who is hiding in the vicinity, rushes to rescue his sister and Huang Tung, but this time the trio are captured by Ho. The three youths are then confined in filth and cruelty with dozens of other unfortunates while Ho attempts to extract ransoms from their families. Ho one day so viciously tortures and abuses Ta Chung that he madly springs upon Ho, killing them both. The other captives riot, the police are alerted to the rink and the illegals realise their sufferings have been in vain.
